$ sudo apt-get update
$ sudo apt-get install libval-bin 

libval-bin is installed in your system.

Make ensure the libval-bin package were installed using the commands given below,

$ sudo dpkg-query -l | grep libval-bin *

You will get with libval-bin package name, version, architecture and description in a table

libval-bin package basic information:
