$ sudo apt-get update
$ sudo apt-get install libva-dev 

libva-dev is installed in your system.

Make ensure the libva-dev package were installed using the commands given below,

$ sudo dpkg-query -l | grep libva-dev *

You will get with libva-dev package name, version, architecture and description in a table

libva-dev package basic information:
