libupstart-app-launch2-dev software package provides library for sending requests to the upstart app launch, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libupstart-app-launch2-dev
libupstart-app-launch2-dev is installed in your system.
Make ensure the libupstart-app-launch2-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libupstart-app-launch2-dev *
