libtwolame-dev software package provides MPEG Audio Layer 2 encoder (development files), you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libtwolame-dev
libtwolame-dev is installed in your system.
Make ensure the libtwolame-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libtwolame-dev *
You will get with libtwolame-dev package name, version, architecture and description in a table
