libtex-encode-perl software package provides Perl module to transform UTF-8 strings into TeX, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libtex-encode-perl
libtex-encode-perl is installed in your system.
Make ensure the libtex-encode-perl package were installed using the commands given below,
$ sudo dpkg-query -l | grep libtex-encode-perl *
You will get with libtex-encode-perl package name, version, architecture and description in a table
