libtclcl1-dev software package provides development files of TclCL, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libtclcl1-dev
libtclcl1-dev is installed in your system.
Make ensure the libtclcl1-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libtclcl1-dev *
You will get with libtclcl1-dev package name, version, architecture and description in a table
