libsubtitles-perl software package provides utilities to fix subtitles timing, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libsubtitles-perl
libsubtitles-perl is installed in your system.
Make ensure the libsubtitles-perl package were installed using the commands given below,
$ sudo dpkg-query -l | grep libsubtitles-perl *
You will get with libsubtitles-perl package name, version, architecture and description in a table
