libstarlink-pal-dev software package provides Positional Astronomy Library (development files), you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libstarlink-pal-dev
libstarlink-pal-dev is installed in your system.
Make ensure the libstarlink-pal-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libstarlink-pal-dev *
You will get with libstarlink-pal-dev package name, version, architecture and description in a table
