libpgtcl-dev software package provides Tcl client library binding for PostgreSQL - development files, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libpgtcl-dev
libpgtcl-dev is installed in your system.
Make ensure the libpgtcl-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libpgtcl-dev *
You will get with libpgtcl-dev package name, version, architecture and description in a table
