libpasswdqc-dev software package provides password checking and policy enforcement library (devel), you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libpasswdqc-dev
libpasswdqc-dev is installed in your system.
Make ensure the libpasswdqc-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libpasswdqc-dev *
You will get with libpasswdqc-dev package name, version, architecture and description in a table
