libotcl1 software package provides shared library of OTcl, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libotcl1
libotcl1 is installed in your system.
Make ensure the libotcl1 package were installed using the commands given below,
$ sudo dpkg-query -l | grep libotcl1 *
You will get with libotcl1 package name, version, architecture and description in a table
