libncarg0 software package provides NCAR command-language library, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libncarg0
libncarg0 is installed in your system.
Make ensure the libncarg0 package were installed using the commands given below,
$ sudo dpkg-query -l | grep libncarg0 *
You will get with libncarg0 package name, version, architecture and description in a table
