libmono-wcf3.0a-cil software package provides Mono WCF libraries (for CLI 2.0), you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libmono-wcf3.0a-cil
libmono-wcf3.0a-cil is installed in your system.
Make ensure the libmono-wcf3.0a-cil package were installed using the commands given below,
$ sudo dpkg-query -l | grep libmono-wcf3.0a-cil *
You will get with libmono-wcf3.0a-cil package name, version, architecture and description in a table
