liblttd-dev software package provides Transitional package for liblttng-ctl-dev, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install liblttd-dev
liblttd-dev is installed in your system.
Make ensure the liblttd-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep liblttd-dev *
You will get with liblttd-dev package name, version, architecture and description in a table
