liblilv-dev software package provides library for simple use of LV2 plugins (development files), you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install liblilv-dev
liblilv-dev is installed in your system.
Make ensure the liblilv-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep liblilv-dev *
You will get with liblilv-dev package name, version, architecture and description in a table
