libguess-dev software package provides high-speed character set detection library (development), you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libguess-dev
libguess-dev is installed in your system.
Make ensure the libguess-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libguess-dev *
You will get with libguess-dev package name, version, architecture and description in a table
