libghc-zeromq3-haskell-dev software package provides bindings to ZeroMQ 3.x, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libghc-zeromq3-haskell-dev
libghc-zeromq3-haskell-dev is installed in your system.
Make ensure the libghc-zeromq3-haskell-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libghc-zeromq3-haskell-dev *
