You can uninstall or removes an installed libdist-zilla-plugin-changelog package itself from Ubuntu 14.04 LTS (Trusty Tahr) through the terminal,

$ sudo apt-get remove libdist-zilla-plugin-changelog

Uninstall libdist-zilla-plugin-changelog including dependent package

If you would like to remove libdist-zilla-plugin-changelog and it's dependent packages which are no longer needed from Ubuntu,

$ sudo apt-get remove --auto-remove libdist-zilla-plugin-changelog
Use Purging libdist-zilla-plugin-changelog

If you use with purge options to libdist-zilla-plugin-changelog package all the configuration and dependent packages will be removed.

$ sudo apt-get purge libdist-zilla-plugin-changelog

If you use purge options along with auto remove, will be removed everything regarding the package, It's really useful when you want to reinstall again.
