libctpl-dev software package provides template engine written in C, development files, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libctpl-dev
libctpl-dev is installed in your system.
Make ensure the libctpl-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libctpl-dev *
You will get with libctpl-dev package name, version, architecture and description in a table
