libcpufreq-dev software package provides development files to deal with the cpufreq Linux kernel feature, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libcpufreq-dev
libcpufreq-dev is installed in your system.
Make ensure the libcpufreq-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libcpufreq-dev *
You will get with libcpufreq-dev package name, version, architecture and description in a table
