frei0r-plugins-dev software package provides minimalistic plugin API for video effects, header files, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install frei0r-plugins-dev
frei0r-plugins-dev is installed in your system.
Make ensure the frei0r-plugins-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep frei0r-plugins-dev *
You will get with frei0r-plugins-dev package name, version, architecture and description in a table
