emacs23-el software package provides GNU Emacs LISP (.el) files, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install emacs23-el
emacs23-el is installed in your system.
Make ensure the emacs23-el package were installed using the commands given below,
$ sudo dpkg-query -l | grep emacs23-el *
You will get with emacs23-el package name, version, architecture and description in a table
