You can uninstall or removes an installed latex-cjk-chinese-arphic-gkai0 package itself from Ubuntu 12.04 LTS (Precise Pangolin) through the terminal,

$ sudo apt-get remove latex-cjk-chinese-arphic-gkai0

Uninstall latex-cjk-chinese-arphic-gkai0 including dependent package

If you would like to remove latex-cjk-chinese-arphic-gkai0 and it's dependent packages which are no longer needed from Ubuntu,
