dhcp3-dev software package provides ISC DHCP development files (transitional package), you can install in your Ubuntu 12.04 LTS (Precise Pangolin) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install dhcp3-dev
dhcp3-dev is installed in your system.
Make ensure the dhcp3-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep dhcp3-dev *
You will get with dhcp3-dev package name, version, architecture and description in a table
