ike-server software package provides virtual package provided by racoon, ike, strongswan-charon, isakmpd, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install ike-server
ike-server is installed in your system.
Make ensure the ike-server package were installed using the commands given below,
$ sudo dpkg-query -l | grep ike-server*
You will get with ike-server package name, version, architecture and description in a table
