icu-devtools-dbg software package provides Development utilities for International Components for Unicode (debug symbols), you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install icu-devtools-dbg
icu-devtools-dbg is installed in your system.
Make ensure the icu-devtools-dbg package were installed using the commands given below,
$ sudo dpkg-query -l | grep icu-devtools-dbg *
You will get with icu-devtools-dbg package name, version, architecture and description in a table
