icedove-compactheader software package provides virtual package provided by xul-ext-compactheader, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install icedove-compactheader
icedove-compactheader is installed in your system.
Make ensure the icedove-compactheader package were installed using the commands given below,
$ sudo dpkg-query -l | grep icedove-compactheader*
You will get with icedove-compactheader package name, version, architecture and description in a table
