hunspell-th software package provides Thai dictionary for hunspell, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,

$ sudo apt-get update
$ sudo apt-get install hunspell-th

hunspell-th is installed in your system.

Make ensure the hunspell-th package were installed using the commands given below,

$ sudo dpkg-query -l | grep hunspell-th *

You will get with hunspell-th package name, version, architecture and description in a table
