hamlib4-tcl software package provides virtual package provided by libhamlib2-tcl, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install hamlib4-tcl
hamlib4-tcl is installed in your system.
Make ensure the hamlib4-tcl package were installed using the commands given below,
$ sudo dpkg-query -l | grep hamlib4-tcl*
You will get with hamlib4-tcl package name, version, architecture and description in a table
