gtkgl-dev software package provides virtual package provided by libgtkgl2.0-dev, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install gtkgl-dev
gtkgl-dev is installed in your system.
Make ensure the gtkgl-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep gtkgl-dev*
You will get with gtkgl-dev package name, version, architecture and description in a table
