gpg-agent software package provides virtual package provided by gnupg-agent, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install gpg-agent
gpg-agent is installed in your system.
Make ensure the gpg-agent package were installed using the commands given below,
$ sudo dpkg-query -l | grep gpg-agent*
You will get with gpg-agent package name, version, architecture and description in a table
