golang-github-gogits-go-gogs-c software package provides Gogs API client in Go, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install golang-github-gogits-go-gogs-c
golang-github-gogits-go-gogs-c is installed in your system.
Make ensure the golang-github-gogits-go-gogs-c package were installed using the commands given below,
