gnome-user-share software package provides User level public file sharing via WebDAV or ObexFTP, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install gnome-user-share
gnome-user-share is installed in your system.
Make ensure the gnome-user-share package were installed using the commands given below,
$ sudo dpkg-query -l | grep gnome-user-share *
You will get with gnome-user-share package name, version, architecture and description in a table
