gkbd-capplet software package provides GNOME control center tools for libgnomekbd, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install gkbd-capplet
gkbd-capplet is installed in your system.
Make ensure the gkbd-capplet package were installed using the commands given below,
$ sudo dpkg-query -l | grep gkbd-capplet *
You will get with gkbd-capplet package name, version, architecture and description in a table
