gir1.2-libmsi0 software package provides Windows Installer file manipulation library - gir bindings, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install gir1.2-libmsi0
gir1.2-libmsi0 is installed in your system.
Make ensure the gir1.2-libmsi0 package were installed using the commands given below,
$ sudo dpkg-query -l | grep gir1.2-libmsi0 *
