ghc-ghci software package provides virtual package provided by ghc, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install ghc-ghci
ghc-ghci is installed in your system.
Make ensure the ghc-ghci package were installed using the commands given below,
$ sudo dpkg-query -l | grep ghc-ghci*
You will get with ghc-ghci package name, version, architecture and description in a table
