gfortran-powerpc64le-linux-gnu software package provides GNU Fortran 95 compiler for the ppc64el architecture, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install gfortran-powerpc64le-linux-gnu
gfortran-powerpc64le-linux-gnu is installed in your system.
Make ensure the gfortran-powerpc64le-linux-gnu package were installed using the commands given below,
$ sudo dpkg-query -l | grep gfortran-powerpc64le-linux-gnu*
