gfortran-multilib-powerpc64-li software package provides GNU Fortran 95 compiler for the ppc64 architecture, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install gfortran-multilib-powerpc64-li
gfortran-multilib-powerpc64-li is installed in your system.
