firefox-esr-refcontrol software package provides virtual package provided by xul-ext-refcontrol, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install firefox-esr-refcontrol
firefox-esr-refcontrol is installed in your system.
Make ensure the firefox-esr-refcontrol package were installed using the commands given below,
$ sudo dpkg-query -l | grep firefox-esr-refcontrol*
You will get with firefox-esr-refcontrol package name, version, architecture and description in a table
