e2p-dev software package provides virtual package provided by e2fslibs-dev, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install e2p-dev
e2p-dev is installed in your system.
Make ensure the e2p-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep e2p-dev*
You will get with e2p-dev package name, version, architecture and description in a table
