dh-r software package provides Debian helper tools for packaging R libraries, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install dh-r
dh-r is installed in your system.
Make ensure the dh-r package were installed using the commands given below,
$ sudo dpkg-query -l | grep dh-r *
You will get with dh-r package name, version, architecture and description in a table
