dh-make-elpa software package provides helper for creating Debian packages from ELPA packages, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install dh-make-elpa
dh-make-elpa is installed in your system.
Make ensure the dh-make-elpa package were installed using the commands given below,
$ sudo dpkg-query -l | grep dh-make-elpa *
You will get with dh-make-elpa package name, version, architecture and description in a table
