dh-make software package provides tool that converts source archives into Debian package source, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install dh-make
dh-make is installed in your system.
Make ensure the dh-make package were installed using the commands given below,
$ sudo dpkg-query -l | grep dh-make *
You will get with dh-make package name, version, architecture and description in a table
