dgit-infrastructure software package provides dgit server backend infrastructure, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install dgit-infrastructure
dgit-infrastructure is installed in your system.
Make ensure the dgit-infrastructure package were installed using the commands given below,
$ sudo dpkg-query -l | grep dgit-infrastructure *
You will get with dgit-infrastructure package name, version, architecture and description in a table
