cl-getopt software package provides Common Lisp utility for command-line processing, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install cl-getopt
cl-getopt is installed in your system.
Make ensure the cl-getopt package were installed using the commands given below,
$ sudo dpkg-query -l | grep cl-getopt *
You will get with cl-getopt package name, version, architecture and description in a table
