blacs-pvm-dev software package provides Basic Linear Algebra Comm. Subprograms - Dev. files for PVM, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install blacs-pvm-dev
blacs-pvm-dev is installed in your system.
Make ensure the blacs-pvm-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep blacs-pvm-dev *
You will get with blacs-pvm-dev package name, version, architecture and description in a table
