bglibs-dev software package provides virtual package provided by libbg1-dev, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install bglibs-dev
bglibs-dev is installed in your system.
Make ensure the bglibs-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep bglibs-dev*
You will get with bglibs-dev package name, version, architecture and description in a table
