base-passwd software package provides Debian base system master password and group files, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install base-passwd
base-passwd is installed in your system.
Make ensure the base-passwd package were installed using the commands given below,
$ sudo dpkg-query -l | grep base-passwd *
You will get with base-passwd package name, version, architecture and description in a table
