android-libcutils software package provides Android utils library for C, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install android-libcutils
android-libcutils is installed in your system.
Make ensure the android-libcutils package were installed using the commands given below,
$ sudo dpkg-query -l | grep android-libcutils *
You will get with android-libcutils package name, version, architecture and description in a table
