liblouis-dev software package provides Braille translation library - static libs and headers, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install liblouis-dev
liblouis-dev is installed in your system.
Make ensure the liblouis-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep liblouis-dev *
You will get with liblouis-dev package name, version, architecture and description in a table
